If I am correct, even if the gate is on 99%, a Killer can open it. Otherwise it would not make any sense, because this would allow Hostage Situations.
Survivors can still open the other gate.

It lets you open the other gate, opening the gate as the killer is supposed to be a "concede" button not a way to funnel the survivors to you.

So I can technically stare at the corner until they rush the gens and then open the gate and come back to my corner to depip them(and myself)?
