It's a pretty big difference. It doubles the rate at which a 4.6m/s killer like Freddy catches up to survivors, cutting the amount of loops in half (possibly letting you get a hit as well). If you place them in front of a window, you can even force a medium vault.

I wouldn't go that far, but the speed difference is definitely significant. 15% seems small on paper, but it's huge when you consider that speed is relative to 4m/s, not 0. Since the difference in speed is usually 15%, adding another 15% on top of that is double the speed.
