If it was at 5% per gen done, that'd mean if all gens were done the killer would get a 25% boost pickup, drop, breaking and vaulting actions. Which at that point would be nice for vaulting in the endgame chases, but practically pointless for pallet breaks since there'd be fewer pallets left, and the gates would be opening in a few seconds anyways.
Mid game is where it would shine best as after 3 gens are done, it'd make the vaulting comparable to Bamboozle, but have pallet breaking comparable to rank 2 Brutal Strength.
Considering that the cost of gaining its bonus is that survivors complete their primary objectives, it would be a great boon for helping the avg killer apply better map and chase pressure at mid to late game, which seems like a fair trade IMO. Currently, that 1% difference makes it too weak in the mid game, and pointless in the endgame for the same aforementioned reasons. I was really hoping that in the PTB for the Freddy rework they'd at least let us test a 5% version of Fire Up since its almost good, and just 1% away from being there. The question is whether or not that 1% difference would prove to be OP? My bet is that it wouldn't, due to the flow of the game and cost of getting the buffs (My reasoning for this is that Wraith already has an add-on that flat out beats BS, Bamboozle, and Fire Up in the pallet breaking and vaulting from the very start of the game with no cost to building it up first, but not many people use it at the moment).
Sadly however, this suggestion reminds me of how they once buffed Thanatophobia in a PTB to be significantly more useful (max 24% de-buff), and because survivors scrambled to heal the moment they saw the de-buff, it rarely (if ever), was allowed to get to its full de-buff strength. Because of that, while nobody on the PTB forums had any complaints about the buff, and very few killers could even take advantage of it; the devs, likely fearing how powerful it might make old Legion, chickened out on the buff, and despite all the praise it got... they reverted it. Now, Legion is different (weaker), and all survivors have to do against Plague to counter it is cleanse at a fountain, so I don't think anyone would mind if they re-buffed it again at present. It also has a cost that's easily countered by healing plus all the survivor perks and items that allow them to heal quickly (Autodidact for example was a perfect counter to the buffed Thanatophobia), but its unlikely to ever get that buff again for stupid reasons.
I guess what I'm saying is that even if the devs do test a 1% buff to Fire Up in a PTB, and it gets praised for finally being useful... They'll likely chicken out and revert the change again.
