This perk is now token based: before Exit Gates are powered it gains 1 token for every hooked survivor(or for every dead survivor. In that case: 3/2/1 token is needed). If at the moment Exit Gates are powered this perk has 7/6/5 tokens this perk becomes active: NOED lits one dull totem on the map. Your movement speed is increased by 3/4/5%, your FOV is increased by 15% and all survivors are affected by Exposed status effect for the duration of the totem + 10/20/30 seconds after it's destructed.
Numbers could be changed. People were complaining that this perk was a crutch for killers (like survivors don't have a plenty of those) who fail to kill before gens are done. Your wish is granted, Monkey's Paw never fails.

Why? It rewards killer for being good and punishes survivors for being bad. Decide what you really want. Current Noed is totally okay because it has counterplay. If you don`t like it, then you're just are crybaby who can't overcome difficulties in the game.
The easier way is to whine on forums, until killers get nerfed once again, I understand.

I think it should make any killer like tombstone myers if you're going to do that with tokens. At 3 tokens, every hit causes broken, at 4 tokens everyone's exposed, at 5 everyone's mori-able! : D

- Your suggestion is basically NOED + Shadowborn under strict circumstances
- I think it has too many tier-dependent factors (5/6/7, 3/4/5% etc.). It doesn't look good, especially mentioning the fact BHVR started to standardize certain factors of some perks to be the same across all tiers
