Perks effective slots
I have this stupid idea (honestly get it from HollowKnight). I dont have a good name so I call it Effective slots.
A player has 20 slots of Effective, that different perk will take different number of Effective slot, depended on how strong the perk is. With weak perks, you can add more perks up to maximum of 6 perks. When you use top tier perks, you will have to lower down the tier of other perks so you can have at least 4 perks as standard.
^ this picture is just an example so you understand my idea, not to be correct counting.
When you unlock a perk to tier2 or 3, you can lower/higher the tier of the perk. Example:
Dead hard (5 slot); DS (5 slot); Kindred (5 slot), if I want to add Andrenaline (6 slot), I have to lower Kindred tier to make it Kindred 4 slot. So they can be fit in 20 Effective slot.
Since this will make it really hard to find perk to re-setup play style because of mass colors of perks. There should be 5 saved loadout for each character. So they can change perk play style instantly.

Neat but probably a little silly. Actually wouldn't mind seeing something like this in the game, BUT the lower tier perks would have to be weaker because you still get the same effect each time. Ex lvl one decisive is just as good at going against tunnelers then lvl 3. You get me?

@thisdude9001 just telling the idea, I didnt do the math. Some perk tier works exactly the same, the different is the 'cooldown' time. Though they can change the perks tier stat (like DS was 3/3.5/4 sec for each tier before). It would requires a big rework/rebalance for all perks.
