Great idea for NEW perk. Nice strategy against camping.
After sleep in the morning my mind gived me a great idea about NEW perk.
Devs. Make a new character with new perk and it's looking like:
If you a survivior and Killer has HOOKED you and if Killer near to you by some range (it may be meters or terror radius) - your hook-timer getting STOP. It may be till Killers has gone from hook zone.
Maybe same perk with little another mechahic:
If killer LOOKS to hooked - hook-timer stopping.
Maybe just FIRST PHASE on the hook can be infinite and no matter near killer or not.
Perk like that prevents Killer's camp and makes camping not a good strategy if survivior can be on hook long long time without timer.
And do not forget - Camp-strategy - is a part of gameplay mechanic and must have same right to live like every another Killer's strategy.
So maybe my idea is too imbalance and give more gameplay power to surviviors. Just think about perk with mechanic like this.

They tried this in a PTB ages ago, a non perk version. It just resulted in survivors pallet looping around the hooked survivor/in the area of effect so the timer would never go down and the remaining two basically had a near infinite amount of time to finish gens and come help the hooked survivor.

Camping is already punished enough on the killer end:
DS: This stops killers from tunneling
Kindred: This tells people if you're near the hooked survivor.
Borrowed time: This stops killers from tunneling.
Gen Rushes: If survivors know you're camping, they could get 3 gens done in the time it takes for them to die completely, ruining your chances to catch others.
Point Reduction: You will not pip by camping. You will lose points in the Devout category. As well as Gatekeeper (Gen rushing).
It doesn't need anything else.
