Just watched the stream, and I already see the problem with couple of perks.

Second Wind - upon healing a teammate, the next time you get unhooked, or you unhook yourself, you will gain a broken status effect and be passively healed over the course of next 20 seconds while outside of Killer's terror radius.
The problem I already see with this perk is that in essentially punishes killers who do not camp or tunnel. Why not remove the broken status effect as well as the requirement to be outside of killer's terror radius? You said that you do not want to punish Killers for playing fair and not tunneling or camping when you refused to give token for Mettle of Man for safe unhooks, but thats exactly what this perk does - it punishes killers for not tunneling or camping.
Another perk I have a problem with, which name I do not remember - Upon entering the struggle stage, whenever a teammates is within 16m, the sacrifice timer will stop for the next 16 seconds, and its the exact same stuff as the previous one - it tells the killer to either
A - Come back to the hook when you see that the timer has stopped, because you know that someone is around.
B - Not leave the hook in the first place and look for the survivor around, because you know he's there.
It actually hurts the survivor who is using this perk because he will most likely get camped when the killer knows someone is around.
