Clarification on Surge

Because I had to listen to the stream while working, I was not paying full attention to the details on Surge.

What is the 12% regression thing referring to?

a) Gens affected by Surge regress 12% faster

b) Gens affected by Surge insta-regress 12% similar to PGTW

c) Gens I kick normally regress 12% faster

d) Gens I kick normally insta-regress 12% similar to PGTW

    B. It's a weaker PGTW but applied automatically to (potentially) multiple gens.
