Surge + Pop Goes the Weasel combo?

With surge having a 12% regression to kicked generators, and pop goes the weasel having 25%, will these 2 perks stack to have it so it's 37% regression?

    Surge proc on downs, while Pop Goes the Weasel proc on hooks + Surge has a cooldown.

    i think it'd be fine if they did combo as well as Overcharge, it'd punish survivors for not leading the killer away from the gens the team is working on. But the devs seem to like perks to be more limited on killers imo from what I've seen so far.
