What's the point of the charge system on items

I feel like this is not mentioned enough, why is it that when survivors use up 99% of an item and escape with it, the charges on the item get refreshed back to max? Meanwhile killers here lose their add ons regardless if they've won or lost, although I understand why because killer add ons can affect their strength greatly.

I just feel like the charge system on items is useless. If you use 99% of an item then it should stay that way until you've fully consumed it, even if you do escape with it the charges should remain the same.

Also thanatophobia (a perk) , which is very situational and its numbers are (let's be honest) just abysmal, is countered by a simple brown toolbox which is an item...

    But that's the thing everyone just says "oh run this, run that" to literally everything in the game that needs fixing.

    To stop gen regress tapping, ppl say take overcharge, to buy more time you take ruin, to get rid of items use Franklin's etc etc.

    And the thing is these meta perks are dlcs, so what about the average player who doesn't buy any dlcs, they're just stuck with Billy, nurse, wraith, and huntress, and trapper. Out of which only 2 of them are viable with huntress being just viable in the top ranks.

    I don't wanna sound like a whiny killer main if that's how I'm coming off, but I'm just saddened to see how we are told to use bandaid perks to fix fundamental parts of the game that needs fixing, I. E. Gen regression taps, gens for survivors, items (but that's low priority tbh), bamboozle for infinites, bloodlust (which is not advisable to use) for chases to compensate for bad map design

    How can I explain this in a way that makes sense. Each charge is worth a single second of progress. A single generator has about 80 charges, which is why you usually go through an entire brown toolbox to repair one. Similar to healing, you go through a single brown med-kit when you heal because healing takes 16 charges.

    The charge system is there to tell you how long the item will last at base. Hope this explains enough.
