Are the splinter offerings just for licensed killers?

I don’t know if they have these on PC but when I finally started playing as killer, I got 2 smoking splinters (To play as Freddy) and 3 glass splinters (To play as Pig) and my friend got 1 bone splinter (For Bubba.) I still have not seen any splinters for any of the original killers and I’m wondering if there are any

Yes, only for LIcensed Killers. They changed it, when they offered the Original Killers for Shards.

The muddy splinter was for Hag and the shock splinter for Doc. the other 4 splinters are for Licensed killers (pig, bubba, myers and freddy).

Used to be able to get Shock splinter for doc, I dunno if anything changed
