Hmm, they would still have to ask the rights holders for permission to make new cosmetics but if they say yes then I'm sure we'll get some.

I'm sure as long as everyone gets paid, there shouldn't be an issue.
They already got the outfit rights for Quentin, so you'd think this blessing from the actor himself would be the last nail in the coffin for goblin Quentin.

It's more that he doesn't have the rights to the character Quentin. The people who own Nightmare on Elm Street do. They'd have to give the go on any cosmetic changes to the NIghtmare dlc, including changing Quentin's face. Having the actor be down with it will probably help their chances though.

If the rights-holders to the movie block the change, they can always rename the in-game character to Kyle and then we can have cosmetics too.

This is really exciting news. Proud of both the community, and BHVR stepping up for us all. Nightmare on elm street was always my favorite series...First the Freddy re-work, and now they are going to do us right with fixing Quentin...So much win.
