The PTB is a seperate experience from the Live game.
Ergo, you don't keep anything from the PTB. That includes the killers and survivors you play in the PTB that you didn't already own in the Live game.

It's always best to think of the PTB as a separate game really, nothing is transferred from the PTB to the live version of the game once you switch back.

PTB is only on PC @bomb1720 but the content when it's ready for the official release, will be released on all platforms.

PTB is a beta test of future content, not a new game.
Most tested content end up in the game in the future, bugs get fixed and balance tweaked & tested etc.
And in this case the new chapter means new DLC which is paid content for the game.

It's not a separate game to purchase, but you must own the main game to be able to download the beta. It's a testing platform to test the new content and to give feedback basically.
When the content is officially released, yes then you would need to purchase the characters if you wish to play them, you do not need to purchase them on the PTB.
