Hooking Cannot Be Cancelled, So...
Why is there still a progress bar for that?
You can't cancel vaulting & breaking Pallets, so no progress bar.
You can cancel (most) Powers & damaging Generators, so a progress bar.

Its just pointless additions they added in-case they ever did want to have the ability to cancel these actions.
Clearly it didn't take, so they weren't removed. It makes sense since if you had progress bars for both, they must of been previously designed to do so, but later down the road weren't added in because they changed their mind.
Currently, we know what really happens now, so its just left overs from an after thought, happens a lot in many games tbh...

I always wondered this myself but...
My best explanation for this... it just looks pleasing.
If we didn't have it then we most likely will feel it being slow and not like a fast animation.
But, since we do have it, it feels as if we hook them fast and are ready to move out so it feels more pleasing. If that makes sense 😅

I thought I remember having to hold the R1 button originally, and then after an update they switched the mechanic to simply pressing the button so it was messed up because of an accidental slip of the finger.

i think its just an indicator on how long the animation will take.
its a little confusing, i agree. i think i would be more confused without the bar though, just because i have gotten used to it xD

for vaulting i'd say its because the animation is not long enough to require a progress bar.
pallet breaking could indeed use one though...
