Perk Idea: Penetrating Terror
(60 second cooldown) hooking a survivor will instill the fear of the entity to all survivors within your terror radius making them exhausted for 30/45/60 seconds.

I think it would be very strong but easily countered by simply being out of terror radius.

It would be annoying but not OP. Just annoying. Maybe 60 secs is too much, but 30 seconds at tier 3 could be balanced imo.

Exhausted isn't strong imo. Balanced still works, Dead Hard never works, and the others I can live without.
Decisive isn't supposed to be weak, it's very strong. As stated, Exhausted isn't strong at all, just a nuisance.

So wait, not sure I get how it works. Does it make other survivors within your TR at the time of a hooking exhausted for 60 seconds? Or does it put a timer on your TR and any survivor affected by your TR over next 60 seconds gets exhausted until they either leave your TR or it runs out?

That second bit sounds pretty interesting, actually. Hook a survivor, turn this on, and then chase down another one while it's active.

It would also discourage camping. Better to find and chase down a survivor while they have no chance of using Exhaustion perks to get away from you for the next 60 seconds, than camp a survivor and waste its potential. To me, that would be far more useful to killers than just punishing survivors who are hanging around you when you hook their teammate.

My idea would it would just exhaust all survivors in the radius of you when you hooked the survivor, not continuously.

Maybe they should scream within your terror radius or something? Kinda like one of the Plague's perks, but maybe change it so the activation is different. Maybe if it was at the start of the game, like: Survivors within 40/50/60m (or outside of 60/50/40m) are revealed for 6/8/10 seconds. Idk though, if you think it's fine how it is, it's a bit weak and not very useful outside of a chase oriented killer.

I thought about that but at the same time, if you consider things like BBQ and chillie it would be so strong. They are either revealed or exhausted. Or of you have a massive terror radius, both.
