Iron Grasp isn't even a good perk, though. Why does not need a counterpart that would likely be much stronger than it in a vaccum?

There are usually enough hooks to hook a survivor even with this change. This would mainly prevent Killers bringing you to the basement from the other side of the map with Iron Grasp + Agitation. Killers are notified that the survivor has Boil Over, so they'll know not to go too far for a hook.

But then what do you do if you factor in sabotaging? Normally, sabotaging these days is more gimmicky than anything, but with a perk that can actually speed up wiggling in a non-negligible way, that could potentially making sabo squads.

Sabo squads can already exist. Boil Over would just compete for a perk slot (Over No Mither, Saboteur, Unbreakable, Tenacity, Flip Flop, and Breakdown).

I think the ability to cut back on the amount of wiggle time would make it a staple of sabo squads unless the numbers were so low that it wouldn't be any better than it currently is.

It would be 12% faster to counter Iron Grasp III, which means you would wiggle free at 90% of the time it would normally take to wiggle without Iron Grasp.

I think this is one of those niche perks the Devs actually thought about in detail, unlike Iron Maiden.
This perk would make sense to increase wiggle speed and since there are hooks usually very close to each other it would finally be useful. But this perk could be too strong if they don't put in the right values, I think if they do change it to increase the speed the numbers would be incredibly low so as to still only barely work and therefore still not good.
I think they should increase the struggle effects
Boil Over 3 is not very noticeable with the swaying, very rarely is it ever something I'm scared of so I think increasing the strength of the swaying would be a good idea. It would make getting to the hook harder which is what it is for.

Iron grasp doesn't have effects on wiggle speed (or maybe you meant that if boil over had a wiggle increase effect, iron grasp would counter, idk).
Still, it's a very strong effect, dropping survivors is the biggest momentum lose killers can get. It should be an increase so little that in the end it wouldn't matter.

It does in fact. With Iron Grasp you struggle i think 12% slower or something like that

No. Timer increases, not wiggles speed. That's different. It's like saying that the bar to fill is bigger but the speed is the same.
