Killer can't get survivor lobby

Is there a reason why when I play killer I have such a hard time getting a lobby full of survivors? I am rank 20 which I understand might have something to do with it as people progress higher in rank, but its 4 survivors to every 1 killer and there are times I've waited over an hour and haven't gotten a single survivor to pop into my lobby and I end up having to bail on playing killer. These issues basically make it impossible for me to play half of the game since I get a lobby that proceeds to a game maybe every 1 out of 5 tries when playing killer.

    Same problem for me, and it's not because of your rank, since they just got reset yesterday and the patch that makes you keep some rank hasn't launched yet. I'm guessing it's because of the PTB, a lot of people are playing that. Just a guess though.
