New Killer Idea: The Politician
Disclaimer: This killer is not IN ANY WAY intended to represent, depict, satire, or even resemble ANY political leader from any party in any country during any point in history.
The killer will wear a nice, fancy suit and tie. He will walk around with a fancy, straight “rich-guy” cane which he will use as his weapon. He’s got a nice head of hair, but a twisted face with a hideous grimace. He wears a headband with an arm that extends about 3 inches from his face. From this arm hangs a paper face that looks pleasant and smiling, but it’s too small to cover his real face. The paper face only comes down to his upper lip and blows around in the wind as he walks.
Special Power: Death & Taxes. The politician can switch between attack mode and “Legislation” mode, similar to The Doctor. When he’s in Legislation mode, he holsters his cane and brings out a pen (because, you know, “the pen is mightier than the sword”.) When he has line-of-sight on a survivor within 8 meters, he can activate the pen and start writing in the air. Glowing yellow-orange numbers and symbols (from a made-up “Entity” language) will emanate from the pen and travel into the survivor. These symbols will also accumulate on the survivor’s icon at the bottom of the screen.
After a certain amount of time being exposed to these symbols (10-20 seconds? not sure....), the survivor will suffer from “Taxation”. Any time the survivor begins any action that involves a progress bar (gens, healing, searching, cleansing, etc.) there will be a 10-second purple progress bar above the normal bar. The purple bar must be completed at the beginning of EVERY progress bar action. While working on the purple portion, there will be a high frequency of skill checks, and no progress will be made toward the actual task. (Yes, this means 10 seconds of skill checks before you can even stop regression of a generator.) If you cancel and restart the action, the purple bar restarts as well, even if you completed it already.
Survivors can end Taxation at a mailbox. They complete 15 seconds of skill checks (similar to a Jigsaw box) to “mail taxes”. This will be an option every time they are afflicted with Taxation.
Perks
Redistribution: When damaging a generator, any progress on it is split evenly between the damaged generator and 3/4/5 other generators with less progress, so that they will all be at the same level. Regression at 50% of normal speed applies to 0/1/2 other gens. Application of this perk has a 60 second cooldown.
No Good Deed... : For every 4000/3000/2000 points that a survivor earns in the Altruism category, their scratch marks persist for 1.5 seconds longer.
Capitol Hill: When your elevation is above the lowest level of the map (not counting the basement), your field-of-view increases by 7%/10%/13%. Stacks.

Here I was thinking you'd use a historical politician, since a lot of them carried guns and even knives with them... but modern politicians make sense too.
His power seems weak, but that's just because of how similar the setup is to Doc. I like the idea behind it though: If survivors don't do anything about their affliction, it will hurt them in the long run, buying the killer time and adding pressure.
I really like the idea of No Good Deed. I'm surprised they haven't made perks that work around BPs, since that's canonically there for them.
Redistribution seems to be a really good early game perk, but a terrible end game perk.
I'm not sure what to think about Capitol hill... it's seems like it'd be set up for bugs, because I'm not sure how they'd code it in... but the idea seems kind of meh. An increased view from hill structures? Might as well run shadowborn at this point.
All in all, I think you've put a lot of thought into it, and it could be a good mid/low tier killer. It's just in implementation.

Please forgive my lack of artistic ability, but this is what I had in mind for his mask. Also, this was a old idea, so where it talks about being similar to The Doctor, it refers to before his rework.

It was mentioned earlier that Capitol Hill may not be possible from a programming standpoint, and was also kinda “meh” in terms of usefulness. I’ve been thinking about how this could be redone.
For the record, I think every new character should have both strong and weak perks, not all “meta-worthy”. Anyway, here’s a rework that would be both possible to create AND useful.
Capitol Hill: Survivors at an elevation above ground-level become exposed. They remain exposed for 5/10/15 seconds after returning to ground level. If the killer hits a survivor who is exposed by this perk, the perk will cooldown for 60 seconds before it can cause survivors to become exposed again.

Capitol Hill suggestion: when survivors are in the basement (not on the hill) they gain the oblivious status effect. this will follow them for 3/5/7 seconds after they leave.

This killer seems pretty weak but I also really like him. I don't know I guess I just get a good vibe from him. Also the perks are all pretty creative.

Ha thanks! Yeah I always appreciate the more creative ideas for perks, so I try to put some effort into them
As for the killer, I was thinking we have killers powers for tracking, powers for chasing, and powers for downing. But there aren’t really any killer powers that are designed around interfering with the survivors’ objectives. (Seems kinda odd when you think about it, huh?). Well, Pig maybe.
Anyway, it may seem weak, but I bet it could slow survivors down quite a bit in practice! 😎
