I have all the Killer DLC yet I still get splinters in my bloodweb

Why is it that I get splinters in my bloodweb when i own all the killer DLC. Its kind of annoying when i get a random chest on the bloodweb that is ultra rare and its a splinter to play the shape meanwhile I own him already.
