Do Unnerving Presence affects DS?

I Saw an guy in rank 2 using an viable build with Unnerving Presence. He wanted them to activate ds and failed twice. That question has haunted me for some hours. Could anyone tell me pls?

    It's been about a year since I used it, but it definitely affected DS back then. Not sure if its been changed since
