Killers' Powers are not the main issue of balancing
When I look at the Killers' Powers, most of them actually isn't as bad as it seems. Some need tweaks but the others are quite decent. I think most killers just can't utilize their power because they don't have much time to chase in order to use their power. The generator speed is a huge problem. However, the devs can't just slow down the generator speed, especially not with all the game slowing perk we have.

I think the biggest problem with balance, personally, are the maps. A LOT of them (mainly older ones) need to be relooked at, IMO.

The majority of all the games balance issues stem from terrible map design.
If the maps were better a lot of the weaker killers would become much more viable without even touching them.
Gen speed feels like the main issue, but the whole reason the gens go that fast is because of how much time the survivors can waste FROM the map design in correlation with how long the gens take.
However even if we look at the redesign they already did to Badham it still isn't fixed appropriately. This is why they are gonna have to do major buffs to all the weaker killers anyway since they aren't handling the map reworks correctly enough to fix the problem on its own.

Sry I dont want to offende you in any way but, in what world are Killer powers such as, Pig helmets, Leatherface, Trapper, Doctor, Clown, Wraith and Legion fine or decent??? All these powers have a BIG downside, are underwhelming or dont even work in there proper way how the devs thought it would before they created them.
And besides, Map design is ALOT worse then anything else besides to the lame killer balancing. You seem to not know this game far enough to think about such things honestly.
Again, its not a offence or trying to make you look dumb, but how you wrote this it seems like that.
