Why is there no Common, Uncommon, Very Rare Maps?
there's only Rare, and Legendary Maps. The same goes for Flashlights, why is there no common flashlight or Legendary Flashlights?

legendary maps? what?, also its called ultra rare, and the common and uncommon map offerings were taken out of the game to give the players am almost guaranteed chance of going to that map

oh, you mean items, not offerings, in that case, idk, all new items were added a long time ago and we havnt had any new ones in a couple years

The rarity scale used to be a lot different back in 2016, and we used to have even less than what you're asking right now.
For context, the reason we don't have things like "common" flashlights, is because having a lower tier flashlight than the pre-existing yellow one doesn't make a lot of sense... as the yellow flashlight doesn't have a lot of features anyways.
Same with the green map, we don't have "common maps" because the green map (the rare map) doesn't really offer much, or anything for practical use in higher ranked matches... That's kind of why Ultra-Rare items like rainbow maps and skeleton keys have increased drop-rates now... because the green maps are quite useless and skeleton keys are pretty much the same as the dull keys except one has a longer time when using add-ons that focus on aura sensing.
short version
A lot of items we have don't need lower tiers on the rarity scale because the lowest tier of that item already offers so little... Like, the grey toolbox doesn't really offer much in terms of what the yellow can do, it's just slightly worse...
Most people don't even use the yellow items, so it's kind of pointless to have a downgraded version of items that nobody uses. (Mostly nobody uses)
