If we aren't talking about long distance traveling then the nerf only comes into play if you miss.

Otherwise you will hit them and the way the attack cooldown works makes the cooldown meaningless if you successfully hit them.

So it only comes into play with either suboptimal Nurses, Dead hard user (which are admittedly common) and Long distances where more than 1 cycle is used.

You only take 1 cycle into account because increasing the number of cycles just doubles the distance and also doubles the time making the M/S the same as if you hadn't done anything.

Remember, Nurse is special in that a theoretical perfect Nurse will always catch you faster if you don't run in a straight line.
