I Thought Matchmaking was Fixed?
Don't get me wrong I still won but I thought they fixed matchmaking.

No, they broke it even more. Most of my matches are like this now

Thats actualy intended. The matchmaking system checks for 6 ranks above and below your rank. This means as a rank 14 you could get rank 8's

I can't remember the specific post, but I do remember this explanation:
"The matchmaking puts you with people of your same colour, but if there aren't any available at the moment it's not gonna make you wait 20 minutes till you get a lobby like it used to, you'll get to play in the first, closer ranks, lobby the server has"

Basically it'll try to get you a lobby close to your rank, but if it can't, it'll expand the search up to a maximum of 6 ranks +/-. So in this case, as a rank 14 killer, it would search for survivors in a range of 8 - 20 if it can't find anyone closer at the moment.
7 is just out of that range, but there's a slight catch here; if someone is rank 8 and ranked up from that match, they'd appear as a rank 7 on the tally screen. I can't say for sure whether that's what happened here or not without looking through the data, but it could just be an edge case. Edge cases are things that shouldn't happen, and usually don't happen, but somehow they do very rarely. The good news is that we've found some more edge cases today and are looking into getting them fixed.

While this would explain OPs Screenshot, what about those?
Especially in the second case the Rank Difference is almost double what should be the max Range.
Both times I was solo.

There is a 3-year old bug that sometimes mis-reports your rank by one rank. Sometimes it might say you are rank 10 in the top-right in the corner of your screen but on the tally it might say rank 9 if you won or rank 11 if you lost. Other people see this mis-rank, rather than your real one.
