Interesting idea, but could be better.
The fact that it only triggers on basic attacks takes away some of its usability on non-M1 Killers, I dont see why it doesnt just work on any time a Survivor is downed, like Infectious Fright.
I really dont think it needs the 40 second cooldown either, as the Killer is unlikely to score multiple downs in under a minute unless the Survivors screw up massively.

This, and pretty much most other anti-gen perks do a better job one way or another.
There are situations that do allow it to excel and be better than the other perks, but these are few and far between.

I have it in a anti-generator build I run. It's pretty useful in smaller maps like the Hawkins Lab, but the larger maps like the MacMillin Estate or the Cornfield it's not terribly useful.
Using it with Surveillance is great.
