Does it make the chance to encounter newbie survivor higher? No matter the rank?

You'll still face Red Ranks if you're in Red Ranks...
The same goes for the other ranks as well, you'll sometimes get a lower ranked Survivor here or there but that's about it.

But I am wondering why in 3 matches, I encountered some survivors, even at higher rank, but act like newbies.
