No, your character's level has no impact on matchmaking.

You'll still face Red Ranks if you're in Red Ranks...

The same goes for the other ranks as well, you'll sometimes get a lower ranked Survivor here or there but that's about it.

But I am wondering why in 3 matches, I encountered some survivors, even at higher rank, but act like newbies.

is it just by chances?
