Flashlights bugged since 3.5.0 PTB

I though it was a change on the animation but today I got several confirmations. Flashlights are near imposible to dodge even if you have time to look down or up or if they just missed the timing. For a moment it looks like it's not going to blind but it instantly does. *This happends with all flashlights and addons*.
Did devs changed flashlights or it's a bug?
