Take away option to kill self during struggle phase.
Now that DC penalty is implemented which I do believe is helping. I think it would be best if survivors had no option to let go during struggle phase to kill themselves.
This I believe would help to keep matches more lively where as I think most survivors would actually end up trying to do something like maybe a gen after a safe unhook even if they wanted to let themselves die anyway.
Also if the killer was camping and the survivor on hook just wanted out of the game this would force them to stay in for the entire struggle phase giving the other survivors a lot more time to do gens pressuring the killer to stop camping.
This would also be good for killer where as games where a survivor kills themselves early on are not rewarding at all and no matter how you play them out you feel bad either for dominating or your just bored because you take it super easy on the last 3 survivors.
I think with this simple change added in with the dc penalty that the overall mindset would change for the survivors who just want out of the match. Sometimes these survivors would end up escaping which when you do escape a match that you felt was hopeless is probably the most rewarding feeling a survivor can have. And after experiencing this feeling a few times I think the mindset of I just want out of the match would change to we can still win this.

If you took away the ability to let go, then the last survivor (if there are 2 left and one is on hook) then the last survivor would most likely die and not get the hatch, as it won't open until they let go, and it doesn't open instantly as is. It takes quite some time for it to finally open after the 2nd to last dies.
Also, I think people would legit just afk and watch twitch. Like alt tab. You can't force people to change, you have to make them want to. Give them a reason to stay in a game that they feel is "over". That will make the change you're after. In my opinion.

Ha, no. Just quit having the mentality of "I'm not having fun; so I'll just DC". The game is a team-based game. DC-ing because your personal enjoyment tanked because you were the unlucky victim of the killer is just selfish and you, in most cases, screw over your entire team by doing so. Even if you are being face camped, if your team is not a sack of "senpai I unhooked you, notice me" fucktards and actually does their gens, you are buying them considerable time by hanging on the hook instead of forcing yourself to die because "you're bored".
It's funny how bad Survivors have an altruistic "we're in this together" mentality and rush to save their friends and teammates so they don't die and leave them without a member -- but then turn around and want to be able to leave the match at the slightest inconvenience for them with no penalty.
And as stated by HellCatJane - it would just be abused by people going afk; and unless the hatch gets changed to automatically open at the start of the sacrifice animation when the 2nd-to-last Survivor dies, it won't ever happen.
If you want an incentive to stay; pressure BHVR to do post-match BP rewards -- 10% of the scores of each other player in the match if you stick around -- meaning if your team was good but you got unlucky, you could still get some decent BP; and if the killer was good and farmed a lot you get a portion of that to for sticking around through the match instead of just giving up. Of course; there's no way to do a benefit for 'early dying'; but it gives incentive to stick it out as much as possible to reap the benefits of your teammates at the moment you do die or escape.

I suppose your right about hatch so maybe give second to last survivor chance to sacrifice themselves. Also you are right that you cannot force someone to change but I do think my suggestion would keep a significant portion of the players who suicide on first hook more engaged which in turn after escaping sometimes and contributing to the game would over time help at least a portion of people with the give up mindset to try.
I've had plenty of matches that seemed hopeless as survivor and either my team managed to turn it around or I got the hatch. I think Dc'ers and suicide'rs never experience this and after they do a few times that would be their "reason to stay in". AFK is still better for the team than suicide where it would give the others time to do gens while they are on the hook, someone might get a safe unhook and a full heal which would be good for altruism and the killer would have to waist time to go back and hook the afk.
Also AFKing would keep them out of more matches with others for longer periods of time which means healthier games for everyone else.
And besides who likes hitting the struggle button anyways it adds no value to the experience, Just wears your controller or keyboard and is kinda physically uncomfortable.
I think everyone agrees that Dcing is a bad thing and thats why the Devs created a penalty which not many people are complaining about. And suicide on first hook is essentially the same thing with no penalty.

You complain about Survivors suiciding on the hook and not giving their team a chance to do gens.
If there are multiple Survivors slugged on the ground, how could they possibly be suiciding on the hook?
Killers can be toxic and slug all 4 Survivors with no intention of hooking anyone, but nope, don't give them an option to bleed out faster; don't give them a safe disconnect window; the team still needs you there, on the ground, to buy them time to crawl around aimlessly...
