You mean his movement speed? He still should be 115% in his demon form.

I believe they nerfed his movement speed a tad bit from the PTB and than again changed up his dash in how far you can move side to side and move in which degrees.
Besides that, it's almost as fast as Billies base, if not as fast.

The only time Oni's speed changes is while he's absorbing blood, and while using his Demon Dash. His speed is the same while walking normally whether he's in Blood Fury or not.
It's possible that his Blood Fury walking speed feels slower because of the contrast between it and the Demon Dash speed, and/or because of visual changes while in Blood Fury, like having the Kanabo covering half the screen. It's also likely that he, like most killers, slows down while charging his dash, which might make him feel slower if you're spending most of your time either charging or using Demon Dash.
