How to buff some of the weaker perks

I usually see people complain about NoEd due to you having to look for Totems and you never know if randos actually did anything, and the killer equivalent of this perk does have this.
Add a totem counter, that's it
Cruel Limits
I can see some issues with this, but all of Demo's other perks are Gen related, so lets make this one gen related.
When a generator gets finished, all generators are blocked for 20/25/30 seconds. This will kick survivors off generators.
Monstrous shrine
This is gonna be hard as you can't increase the numbers, but you can't make it apply to all hooks.
When hooking survivors, you gain a token up to a maximum of 12 (Or hooking all survivors 3 times), for each token, all interactions for survivors that involve the hook are 2%/2.5%/3% longer
I could only think of 3 ways, but I would love some opinions on this

Also, I might re-read some of the perks that need buffs from the one dev stream about the weaker perks they are looking at and try to make some for it

Curel Limits is a great punishment perk. It shouldn't block gens. One because it's just an annoying abrupt pause for survivors and two because besides from increase the game for a couple more seconds it won't do much. Cruel limits right now can trap and scare survivors.
it needs a buff though. So far the only combo I've seen that works with cruel limits is tinkerer. Without it you'll never be close enough...unless a survivor gets REALLY cocky and dosen't know you have it gens in your face.
Tinkerer either needs a brief haste effect-you'll never get to a gen for most killers when it triggers unless you're lucky or hawk around it defeating any surprise tinkerer can have- or cruel limits need to affect a wider area and take into account that most gens have a pallet next to them anyway. So some effect to pallets in the area too.
Monstrous Shrine:
It's still too specific to be a good buff for shrine. Because this means I got to carry someone...or at least plan on downing someone near basement...taking them into the basement specifically. Just so interacting with the hook gets a very tiny increase. Which don't mean much since you can cancel unhook isntantly.
The idea of monstrous shrine affecting other people as it stacks is a good idea. Maybe while someone is basement hooked some sort of affect plays out. Maybe like while someone is hooked everyone has oblivious or something. Hindered. Anything.
If any perks need a buff though it's Third Seal and Huntress Lullaby. They suck so much and more or less meme material. Truly unworthy of being hex totems. Third Seal should just...inflict blindness on a certain number of players while it is up or something.

This Monstrous Shrine affects all hooks, not just hooking in basement,
Cruel Limits issue is that some maps don't have too many vaults near the generator, or you are not close to the generator. I just feel like his perks should affect generators more

Just gonna point out, 12 tokens for a perk related to hooking. Why would you need that many tokens, the team is dead already by that point.
I think Monstrous Shrine should boost pick up speed, drop speed and hooking speed by something like 10/15/20%

To actually buff them everyone needs to stop using them. This way devs will gain data and be like "wow, the perk must be really bad, nobody runs it!".
But this will never happen because some yellow ranked survivors will find Distortion an amazing perk... As well as Self-care, Urban and WGLF. So yeah, at least Monstrous Shrine will be reworked because NOONE finds this perk any good.

Wow Cruel Limits would jump in tiering just from that. Probably around Pop levels of power.

The idea for Cruel Limits is just absolutely terrible. It would be the best slowdown perk since old Ruin, maybe even better. Imagine it combining with new Ruin... Total devastation for the other 2 survivors that had their generators at 90%+. Even if it didn't kick people off generators it'd still be strong.
Small game is common sense and is absolutely needed.
I think you're onto something with Monstrous Shrine though. Not bad.

Small Game seems reasonable.
Cruel Limits seems REALLY powerful. Probably too strong.
Monstrous Shrine seems pretty weak. I think by the time it gets to a reasonable point, you're probably either on the verge of winning already, or you've let the game slip out of your hands.
