Hillbilly should be 110%, especially after the 3.7.0 patch
Lethal killers, capable of insta-downs, have a normal speed (115%): think of Myers, Ghostface, Bubba.
Killers capable, in various ways, of attacking at a distance (Hag, Huntress, Deathslinger; the Plague can normally infect, but not wound at a distance, so she is an exception) or of moving at great speed (Spirit, Nurse) are not capable of insta-downs and have the base speed rightly reduced (110%, Nurse: 96.25%).
The only killer that is an exception to this scheme is Hillbilly: capable of insta-downs, very fast with the chainsaw (230%, much more than 176% of the Spirit during the phase shift) and yet equipped with normal base speed (115%) . Moreover, unlike the Spirit, he can use his chainsaw at will, without any charging bar. This allows him to place himself one meter behind the survivor's back, activate the chainsaw and have a guaranteed insta-down, without any possible counterplay. A skilled Hillbilly can dominate a red rank full team even without add-ons, and is broken with add-ons that allow him to drastically reduce the ignition time of the chainsaw, increase speed or make absurd turns with the chainsaw.
I think it's reasonable to review Hillbilly's add-ons, inserting two Ultra-Rares, and reduce his base speed to 110%. The first change may be postponed to future patches, but the second is urgent, in my opinion.
Those who oppose please explain why he, and only he, among 19 killers, should have insta-downs + high speed with power + normal base speed, thus accumulating maximum lethality and maximum map pressure (without forgetting that the largest maps have been resized and redesigned with the 3.7.0 patch). Please, don't mention the Oni, because he has to charge the power by collecting blood with chases at normal speed before sprinting.

See I agree with you, but a feeling tells me that not a lot of people will side with you. Hillbilly is in a weird spot imo because although your criteria of 110 speed killers should include Hillbilly, there is just something about him that should make him 115. It makes sense to put him at 110, but I also feel he should stay at 115. I don't know, probably useless info I'm giving you, but that's just my take on Hillbilly.

Hillbilly is an example of a perfectly balanced killer, he has plenty of counterplay but at the same time is a very strong killer. His addons need a review, yes, but the rest of hillbilly is fine.
110% killers rely on their powers during a chase and good luck managing to curve around shack or something. That's where Billy is different to spirit or nurse, their powers will help them catch up to a survivor in a chase. Unless you're holding W Billy's will not. He has an insta down, sure, but so does myers, myers' insta down is faster and leaves less counterplay once he's behind you.
The chainsaw helps you find survivors and down survivors, but doesn't help you chase survivors that much. Hillbilly is perfectly balanced and should remain untouched for the foreseeable future.

Billy is not op or unbalanced, he is even almost perfectly balanced, there is no need to nerf his power. Just his addons.

He doesn’t need to be 110%. That doesn’t suit him, he’s not that kind of killer.
He just needs his busted add ons changed for a start. Tuning guide and thompsons mix basically make his M2 operate like an M1. Quick to activate and almost no cooldown if you miss.
He then needs a cooldown so he can’t just keep pressuring both a gen on the other side of the map and camping a hook on the opposite side at the same time. Every other killer with a teleport or map traversal has come kind of cooldown so he should too.
Finally the chainsaw itself needs a slight adjustment. Maybe a slight slowdown when hes charging like LF so you cant just casually walk behind a survivor holding it. Shouldnt be too much of an issue since he charges forward anyway. Good Billys could overcome it, the only people hurt would be all the no skill boosted ones.

Controversal topic.
There is something in me that says, he is fine, because it takes so much skill to pull off crazy curves with his chainsaw. But on the other side, the OP is right with his arguments.
My honest opinion is, that he should stay 115, but there are 2 things that have to get nerfed or removed. Doom Engravings and Carburettor Tuning Guide. Those addons make him a bit too powerful. And Thompson's mix / Primber bulp should become very rare addons.
From there on, we should see how it goes, but my guess would be that he is fine after that small change.

I don’t like to comment about Billy because I don’t play him so all my experience is on the survivor side.
I don’t think Billy is the most balanced killer in the game though, he’s got too much going for him. The most balanced killer in my personal opinion is Huntress.
He DOES fit the criteria of a 110% killer and it would make sense but I don’t see many people agreeing with you on this. I do see your point though. Maps are gonna be smaller which makes Billy even better since he can easily zip across the map. He is a little overwhelming on small maps especially with perks like Infectious Freight and M&A. Making him 110% wouldn’t really change the fact that he can zip across the map at the speed of light. 110% wouldn’t fix the problem.
I wouldn’t make any major changes to Billy though. His add-ons need a major rework and MAYBE his chainsaw should be on a slightly longer cooldown (like Nurse’s blinks) all other killers with map pressure have a cooldown on their power, so why doesn’t Billy?

I actually agree with this.
I see people saying that Billy isn't good at loops, so that's his weakness. Or they'll say if he's 110 he needs to get something to help him with loops.
I disagree. The power to travel around the largest maps in 5-6 seconds and still be able to insta-down someone once he gets behind them (with no slow down for his power) is ample compensation for not being good in a loop. Also, his chainsaw takes down pallets faster than kicking them. So there's your compensation.

Here's an idea for Hillbilly I literally just thought of while reading through the comments:
His Chainsaw has a power gauge attached to it - like Legion and Spirit. When using his Chainsaw in a loop, or for a brief moment/short range, only a portion of the gauge is drained. Hillbilly can use his Chainsaw at any point for however long he wants as long as there is power in the gauge. (Meaning you can still have your chainsaw active even if the gauge empties while your drifting around the map.) But, if the gauge empties, you cannot use your chainsaw again, after cooldown, until the gauge fully recharges. So, if you use all your power in one chainsaw sprint, you cannot use it again until it recharges to full. But, leaving it at a small percentage will allow you to use it again without a worry. However, the power gauge does not recharge until the gauge is empty. So, using 75% in one sprint means you can get 25% more use out it, but you won't get anymore than that until you've used up the last 25%, allowing the chainsaw to recharge to full.
This would limit how obnoxious Hillbilly can feel in certain moments. And especially with the increased amount of deadzones coming in the update, it could be a balanced alteration. Any thoughts?

Hillbilly should stay as is and Oni also doesn’t fit the 110% mold either.
Hillbilly’s ‘busted’ add ons are no more busted then the Shape’s, Hag’s, Plague’s, Huntress’s. Turns out rare add ons make killers better. And he has already received nerfs.

I feel like that would be too hefty of a Nerf for Hillbilly.
Every killer with slow mobility has something to help in a chase to compensate, Hillbilly's base chainsaw isn't much use at tight loops. I think most people can agree it's his add ons that push him over the edge.
But If he were to be 110% I think his chainsaw would need more control for it to work.

110% is something you give to Killers that bypass traditional loop mechanics.
Not just having some anti-loop, but bypassing looping entirely.
Like, Huntress and Deathslinger both care about line of sight rather than distance, Nurse can bypass walls, Spirit can cut off predictable looping at will and Hag can hit you from halfway across the map without line of sight via-teleportation traps.
Billy has insanely good patrol times sure, but his chase is still fundumentally like with other 115% Killers. So if you make him 110% then he's #########, because while he can reach you quickly he can't do ######### once he's there.
