Leatherface Skin limitations
As one of the few killer mains, on top of one of the few who main as Leatherface, why doesn't he have more skin options? The Texas Chainsaw Massacre has a bunch of movies, all of which have different portraying Leatherface's.
As of right now we are limited to 1 skin, with 4 unlockable faces (only 1 of which survivors can actually tell.. Claudette), & 2 sledgehammers. He by far is one of the least customizable characters in the game.
Personally I would love to see the 2003 Texas Chainsaw version of him.

IIRC Behaviour only have the rights to the first Texas Chainsaw Massacre film. Leatherface has gone through redesigns mild and extreme in pretty much every entry, so there's lots of material to draw off for redesigns. However, Behaviour would have to nail down the rights to adapt elements from those movies as well to update Leatherface.
I believe the Texas Chainsaw franchise is currently owned by Legendary Pictures, which poses a bit of a problem as I believe BHVR haven't worked with them on anything else. A lot of the crossovers we get nowadays are thanks to contacts BHVR have already made, but Legendary Pictures would be new. Doesn't mean it'd be impossible, but it makes it less likely.
I'm also not sure that if BHVR managed to contact Legendary and get the thumbs up, that they'd be able to legally draw on previous Texas Chainsaw movies for cosmetics.
Freddy's kind of a special case, from my understanding Wes Craven's estate and New Line Cinema are currently engaged in something of a rights dispute over the character (I believe NL Cinema have international rights to Freddy and Wes Craven's estate has the USA's rights to Freddy) so Behaviour don't actually have someone they can ask for permission for Freddy-related stuff. (this is also the reason Freddy's not on Switch, apparently)
Anyway, with all that said, yes, I am 100% with you that I want more cosmetics for the licensed characters too. I'm quite happy we've gotten some over time, and Leatherface was lucky enough to have some starting off, but I would quite like to see more and there's no shortage of material to draw on for cool cosmetics.

Currently, the issues with Freddy and Leatherface are due to licensing. They could get around this by making more faces for Leatherface, like one for each survivor.

Fair enough, i figured that would be the answer, It's just a bummer. I don't see BHVR going after a license to do 1 skin, that they will definitely lose money on, not enough people play leatherface, and they would likely charge around 1000 auric cells.

That would be awesome! However, I suspect the same licensing issues may prevent them from making up their own variations as if "protecting the brand." Sadly, this may also be true of Freddy.

Freddy isn't just due to the issues with the craven estate. New Line were incredibly strict and firm when making freddy, it was obvious that they weren't to interested in it in the first place. Hence why we got reboot freddy, why we didn't get Elm St on the "Nightmare on Elm St chapter", why we didn't get Nancy etc. My friend says it's similar with NECA figures as well.
The devs when talking about stranger things were saying that Netflix was a LOT easier to work with then other licenses they've worked with and were open to ideas unlike specific licensees who wanted their work done in one specific way only. It was obvious they were mostly talking about New LIne, Leatherface they were at least fine with adding the custom faces and Freddy everything is so oddly out of place.

This is a wholly believable description. I've heard similar stories about other franchises in different games.
What slays me about it is how win/win something like this is for the studio. What they make from the licensing may seem negligible to them, but it should be more about keeping their product relevant. That, in my mind, is the bigger payoff. A forgotten Freddy makes them no money while finding new ways to keep him relevant (especially if they let someone else do ALL the work) seems obvious to me.
