Depends if you mean broken by OP or literally broken. For me its Metal. Half the time protection hits work, the other half they don't.

Head on
I was going to vote for Dead Hard until I saw Head On.
Head On is broken in my opinion because the effect still applies even when the animation end. Too many times as a Killer, I'll see a Survivor hop into a locker mid-chase, I'll feign going in to get them to hop out. It works, they rush out while I'm a couple feet away to not be stunned. Their animation finishes, I then go in to hit them, and then I still get stunned. It's ridiculous and it frustrates me to no end.
Dead Hard seems to be a hit or miss. I've seen it plenty of times where someone will Dead Hard away from my attack, yet they still end up getting hit because I lunged seemingly a long time or I went in for the attack at just enough time for their animation to finish.

Personally, I believe Deliverance is the most broken perk in the game. If you combine it with Decisive Strike and Dead Hard then you've essentially become untouchable.

Decisive Strike
DS. I don't think it's even a discussion point.
I had a game as Hag where I hooked a nea, while she was saved I downed and hooked 2 other survivors, found the nea in a locker and got DS'd, and she got hatch. It's incredibly stupid that DS is as stong as it is with little to no word from the devs on it's upcoming change.

Dead Hard
I'll just go with objectively the best exhaustion perk in the game that can easily extend a chase by 30-40 seconds if you're good enough with it.

I go with Other and give you Iron Will or Spine Chill, if by broken you mean most powerful. If not, Dead Hard, because it often will exhaust you while you still get hit.
I can't imagine you chasing and downing 2 other survivors while someone was on the hook. That sounds like you trapped the hook, teleported back, person saving was already injured, another person tripped a trap, and they were already injured, and you just snowballed out of control. I have never downed 2 people, then managed to chase and down the unhooked person a second time, all within one single minute. Still sounds like you had a good game despite that one DS.

I mean, if we're being honest. Without SWF, Self-care is effectively so broken that it's just become standard build so people forgot how essential it is.

Decisive is annoying but it’s not broken.
Dead Hard is “press a button when you make a mistake” and you don’t get punished for it.

Sprint Burst
Personally, Object of Obsession. I cannot state how much I hate that perk, I would be so happy if they just straight up deleted it from the game.
But from the list... Sprint Burst. ######### sprint burst. Unlike other exhaustion perks, this one requires no real player input to get the reward. Just run and boom, you can get to a pallet. It is so absurdly boring and there is very little I dread more than fighting a 4 man sprint burst team. It also sucks as a survivor because when I am on the hook, if the sprint burst user tries to help, the dumbass just slowly walks his way over to me. By the time I am off the hook, I will be in second stage. Such an atrocious perk.

There's really no counter to this perk unless you know the person that's using it is in the exact locker you predict that they're in.
Plus the hitbox is kinda broken, most of the time it's not accurate.
