How long does it take for a new archive to open after one closes?

I have been wondering this for a while. I just want to know how long it usually takes for a new archives tome to open after one closes.

  The new Rift and Archives opens with the following patch after the previous closes; this is usually about 2-3 weeks or so after it closes.
