I'd bet almost anything this is exactly how they nerf Pop
"We've noticed a bug in how Pop Goes the Weasel works. Originally, it was designed to take 25% off a generator's relative progress, not absolute progress.
We've fixed this in the latest build. This means (for example) that if a generator is at 20% total progress, using PGTW will take the generator to 15% (since 25% of 20% is 5%), not 0%.
If the generator is very close to being done, you won't notice a change at all compared t current functionality. The Behavior team will continue to squash these bugs as fast as we can to ensure a smoother and more enjoyable user experience!"

Or they'd leave the perk alone until an early game exists, at which point it's no longer almost mandatory to use and nerfing it wouldn't make killer impossible to play.

If that was the way it was meant to work, how is it a "nerf" if they fix it?
Finally, generator progress will be a possibilty against PGTW + BBQ/Discordance Fredster and Billy... 😋

I like to imagine a future where every kick is a 5% progress regression. In that future, PGTW does less progress regression to match to current levels. They did the same with Brutal Strength.
