engravings add-ons?

did they change the speed increase that the engravings add-ons give billy? I played with them pretty all throughout yesterday when I played as billy and now he feels extremely slow compared to yesterday. I couldn't even hit half of the flicks I was hitting yesterday? idk if it's a new animation or if he just actually is slower but if he is slower please change them back or not nerf them to this extent..

edit: BHVR? you nerfed them by over 70% what on earth are you thinking? when would this ever be okay????
