Xbox- NOED not working at all

I was playing a game as Spirit and the survivors managed to complete all 5 gens, and opened an exit gate. I found a survivor cleansing a dull totem and hit them but they didn't go down and instead entered the injured state. I checked and saw I had two active totems which makes sense as I was only running two hex perks (NOED and haunted grounds) I was also running rancor and thanatophobia if that helps at all. It is also worth mentioning that at the start of every game that I run NOED I see that I have an active totem, even if I have no other hex perks on. I couldn't get a video of it sadly as xbox recording isn't that great but any and all help would be appreciated, thank you!

    Uhhh Hate to break it to you but NOED was broken. You said you saw 2 hex totems but you were running haunted grounds and NOED so the only way this seems possible is if they broke NOED. The reason for having 2 active totems is Haunted grounds since if you have haunted and NOED you should have 3 totems and if haunted was broken you would have 1 totem. Hope this clears you up a bit. But something you mentioned seems odd. At the Start? with only NOED you saw an active totem. If this happens something is very odd since NOED takes over a dull totem after all 5 gens are complete. Oh also if you are confused about the haunted grounds and NOED thing but you had 2 active totems its because Haunted creates 2 trapped hex totems but if 1 of them is destroyed the other turns into a dull totem and survivor gain exposed status.
