Make the shrine licensed DLC only.
Hiding perks behind a pay wall is treading too closely to P2W, especially when it they have some of the best perks in the game.
The shrine somewhat fixes that, but in a very unreliable and randomly way.
Make it so the Shrine will only offer licensed DLC perks.
That way, it doesn't take people years to get a perk that is behind a pay wall.
Take BBQ and DS for example, how long has it been since they were offered?
Would the community get behind this proposition?

Lol, or just pay the $10 for the DLC. It's definitely not "ptw" because you can easily win matchs without perks. Stop being entitled.

Lol, this has got to be the worst case of consumer sheep I've ever seen.
There are perks that significantly alter the gameplay, behind a pay wall.
I didn't even suggest them to give the perks for free, but to less the grind and randomness for getting them.
"Entitled" Lols. I own every killer already released dude, I'm not affected at all by this anti consumer model. I made a proposal to help aliviate the grind and randomness for other players.

I understand it's useful for new players to have perks offered that they haven't had a chance to unlock as teachables, however it would be nice if the Shrine didn't offer perks from the base kit survivors/killers.
It also prioritizes perks from the current Tome, which is useful but lowers the likelihood of licensed perks appearing.

Riiight... Like I said before, you can easily still win without those perks, it's not like they are a must to stand a chance, nor are they a required perk that needs to be equipped to exit the game. Either buy the DLC or wait for it to show up on the shrine.

If the shrine only had perks from the licensed DLC, I wouldnt have Perks I use regularly on both sides like Devour Hope and Diversion, and may have been required to either grind over 4 times as long, or pay for that DLC, so if this worked like you said it would have been more tedious for me than the current system is.

Also pretty sure that is never going to happen as a licensor expects units to sell and a royalty to be continually paid based on those units sold. Be glad they appear in the Shrine at all, given that a licensor is involved.
As an author, I've had a couple of works licensed. Know why I allowed it? One is marketing. It gets the I.P. out there even more. Two is money. No matter how big or small, I fully expect that licensee to generate royalties for me.

So, a non response basically? “Just buy it or wait” aka, what everyone knows already. OP is suggesting something different. That’s not a bad thing. If you don’t have anything of value to add, why are you here?

Kilmeran also made a good point. Licensers also expect to make money from them, adding an option in game that decreases the possibility of revenue to be made from them is only going to scare license holders way. Why would anyone give the rights of something they own if they're not going to make much money. Suck it up and buy the chapter or go suck a lemon, bud.

Yeah, gunna disagree on this. Why only licensed? What if I wanted a perk from say, Oni, but I don't want to buy Oni because I would never use him? Should I waste my money on a DLC that won't ever get used outside of 3 perks? Are 3 Perks really worth that much money? Locking the shrine to specific characters only would be a very bad move. And sure, the DLC isn't much, but whos to say what is and isn't much money? Some people might not have the income to hapily fork out for a DLC on release. There's many factors that you need to consider here. Not everyone is a walking bank machine.

You know you can always buy these chapters using shards. Otherwise, wait for the perk to pop up in the shrine.

Original killers can bought with iredescent shards. Licensed are only with money

It's the opposite. Original killers/survivors can be bought with shards, playtime. Licensed are only with money.

But that still causes an issue. Shards are earned from playtime, leveling up your account level. Some players might only have an hour a day, or even week to play and thus, locks them out of earning perks from the shrine and forcing them to buy DLC they may want but may never use. Like I said, there's a lot of variables that have to be taken into account.

1 for original content, and second one exclusively for licensed.

Yeahhh Sylorknag, i totally agree.
I've played a lot lately and it feels sad, like im obliged to pay to complete the game. And keep buying all new DLCs.
The illusion of the shrine seems straight a lie. Sprint? It's extremely easy to get it.... we don't need it at all.
Waiting almost a year to get BBQ to play killer and win the same amount of points, that's a serious concern.
i'm starting to get a little angry of those decisions :( + gifted DLCs codes seems also a lie. I love the game but those things aren't nice...
More perks per shrine, more often or your only dlc idea sounds better than what it's right now. gl hf <3

idk, I just bought the perk from Deathslinger cus I'm never going to level him or play him other than for dailies. I bought him with iri shards just to see how he felt like to play, and it didn't make me think any better of the developers that designed him (no offense).
Edit: I've also gotten all of Meg's teachables from the shrine and haven't leveled her even once. I almost got the achievement for her, too. I was a week too late ),:
