Unable to hook survivors

This has happened a few times (whilst playing as survivor and killer) and always allows the survivor to escape granted they were wiggling from when they were picked up. As survivor you see the killer starting glitching out, it look as if they’re rubber banding while holding you. As killer the bar below ‘hook’ simply doesnt move

Yeah. Not only did this happen to me several times with several killers, I actually thought it was a cheat or something. The first time it happened it was with the same survivor multiple times. Where as other survivors it was a non issue.
I was playing on ps4.
Killers used, Freddy and Doctor.
Several maps.
Multiple survivors.
