Is Deep Wounds a health state or a status effect?

A Deep Wounds mend is not a healing action like Snap Out Of It but it can be healed by Inner Strength like a health state.

  Health state with some weird properties.

  Mending is an action that restores health to you, but isn't considered healing, kinda like recovering from the dying state.

  It also can be healed by adrenaline. Looks like it's little bit of both.
