Felix is making sounds with Tier 3 Iron Will (Not Stridor)

This is on PC on the brand new bug fix patch. Felix is making noises while injured with Tier 3 Iron Will. It's been happening in multiple games through normal gameplay. Please look at this the perk is broken on him.

Off the Record has also no effect, and I bet No Mither too.
