Why do devs continuously nerf killers that aren't that strong?
A PH nerf is not at all necessary. PH isn't very strong, mid tier. Yet, he will be nerfed. I guess killers like Spirit are worse than him.

They nerf him bc he´s f*ed up at loops. He gets a hit either way: You vault/drop the pallet? Unavoidable range hit inc. You don´t vault/drop? He cancels his power and you get the M1 after a 0.2 second delay for cancelling the Power.
Yes,the map pressure is garbage, but it´s like that for every Killer but a very select few.
The main complaint is that he doesn´t offer reasonable counterplay, and I agree. 70/30 Killer/Survivor player btw.

PH is a strong killer.
He lacks map pressure but is pretty good at 1v1'ing.
But to be honest I wouldn't have nerfed him.
There are killer which are gods at 1v1'ing survivors and they still lose within 5 minutes to gen speed.

If they get the numbers right it won't be an overall nerf because they're making it less punishing to use his ranged attack outside of when Survivors are stuck in animations.

You are asking the wrong question. If you actually walked up to a dev and asked why they nerfed PH they would say "we didn't".
At most what you would want to ask is why they concluded that these specific changes were such that they cancel out, in-spite of whatever reasoning leads you to believe otherwise.

low, mid tier, high tier killers can still be frustrating, they just wanna get rid of things that are frustrating or atleast fix them. Spirit prayed bead got nerfed because it was frustrating, Old Nurse got nerfed because her addons (0and her basekit I guess according to devs) was frustrating, old DS got reworked because it was strong and very, very frustrating, perma sabo hooks got removed because it was frustrating cause u were forced to leave survivors on the ground and lost BP cause of it.
Its a game after all, you should have fun when playing it not being frustrated.
Pyramid M2 bait was frustating but also was the long cooldown after a missed M2 so they decided to buff it
