Make Cruel Limits map-wide, Thanatophobia 6% and Mindbreaker 10 Seconds.
The buffs you gave them aren't enough.
Please, consider doing this - this might make them better.

Cruel Limits being map wide would mean that if you are in a chase and a gen gets done the person you are chasing can’t use a vault for the duration. It would definitely be an improvement.

I think that is too much for Cruel Limits, but I also not really sure what could really be done to the perk that would make it useful. The concept of blocking windows by a completed generator doesn't really help the killer as there's little reason for a killer to patrol around a completed gen.
Mindbreaker probably doesn't need any more changes. The text on the PTB no longer states Mindbreaker is limited by the progress on the gen, meaning that no matter how far a gen has been completed survivors will always be inflicted by 5 seconds of exhausted along with pausing their exhaustion timers.

I think cruel limits should be reverse map wide, the area around the gen is safe but everything outside of that is blocked instead, giving survivors an incentive to hide around completed objectives and not leave and do other objectives

I really like the idea of cruel limits being map wide. I feel like the duration would need to be halved to like 5/10/15 seconds, but it would be really fun to use and the fear i'd feel as a survivor when i saw it proc mid chase would be fun.

I think that maybe if it were like the nearest 3/4/5 windows to the generator popped, that would be more fair and useful.

How so? Currently, it usually blocks 1-3 windows at best when I use it, and I have tried to use it regularly, this way it would be consistent and guarantee a window block. Some maps don't even have windows block at all when certain gens pop. So, how so is it worse than currently?
