The Real Issues With Having No DC Penalty
I know a poll was recently released asking about if there being no DC penalty was ok or not based on the player base, but this really shouldn't be something left to the player base in my eyes. While there are a lot of arguments on both sides for why a DC penalty may or may not be a good idea (those for it saying it prevents people from DCing to give hatch, those against say it might not be fair to people who get disconnected due to serverside issues), the REAL reason the DC penalty needs to come back is this:
Having no DC penalty promotes a toxic gameplay mentality and hurts the health of the game's community.
I don't post on here very often, but I am fairly active and lurk around the Steam boards. Yes yes, I know the devs don't pay much attention to them, to quote Monty Python "On second thought, lets not go there, its a silly place."
Some of the arguments I've seen against reimplementing the DC ban show that having no concequence for DCing is taking the mentality of the player base in a very dangerous direction. It's promoting a viewpoint of 'If I don't like something, it's ok to ruin the experience of the other survivors and just DC'. Here are a few key things I've read (usernames not included to protect the original posters, and since it's not really relevant to the discussion):
"I'll DC whenever i want especially against PH/DS or all other killers like spirit and nurse. Its so ♥♥♥♥♥♥♥ annoying having a pyramid head or death slinger with all meta perks, Like thanks now i won't have fun at all in this already unfun game as it is. Good job BHVR on making these killers."
"Who cares it's a party game."
["If you start a game you should be expected to play.
You screw things up for everyone when you quit early.
Your fun doesn’t trump everyone else’s.]

I.... think I rest my case here on the effect not punishing DCing has on the community. It fosters a 'my experience is the only thing that matters, the other 3 survivors be damned" and creates a frustrating experience for everyone else in the lobby. It takes what could have been a winnable game with maybe a little more effort or tact into a guaranteed loss, hatch game, or just everyone dc and find a new lobby because we're screwed now.
Now, a lot of you might say "well what if they just suicide on hook, they can do that right?"
Removing the struggle prompt from phase 2 (something that players have been arguing is pretty pointless anyway. Either you mash and get carpal tunnel, suicide on hook because you're against an Iri-huntress and don't wanna be bothered dealing with it, or the game lag spikes and you die anyway), would stop the hook suicides, and all the other actions like afk, throwing yourself at the killer, etc are all reportable offenses.
tl:dr - Having no DC penalty is fostering a player mindset where their fun is the only thing that mattes, and is ruining the experience of the rest of the community because of it. It is extremely unhealthy for the state of the game and fixing the DC penalty needs to be made a priority.

One thing I would like to add to this; it's not just 'the other 3 survivors be damned', it's also killer be damned, and in fact, it is done maliciously very frequently. I have had people admit and even brag about disconnecting because they knew I had perks like Pop and BBQ and disconnecting before I got death hook meant that I couldn't use my perks. They are DCing as a form of cheating. I have also seen it done as a way to 'punish' the killer, so they do not get their BP/emblems. Because the design of the game lets survivors do that to killers.
Players have become entitled enough to think that they can use DCing as a form of punishment against other players, stepping into the place that the BHVR community mods should be.

Great point! I get there were security issues with the DC penalty before but like, fixing it needs to be made a high priority. The DCing is REALLY getting out of hand. Usually I play in a 3-4 man for funsies and just to chill but when I do play solo or duo lately I can barely go 3 games without getting someone DCing on first hook/down/seeing its a Freddy/etc.

I agree that the widespread DC epidemic needs to be addressed. I may have missed it in your rather long post, but are you aware why it was disabled?
It´s because the sick amount of hackers. Many people were forced by them to DC, even some content creators on stream, resulting in extended ban periods. To prevent this, it was disabled for the time being.
Until the DEVs figure out how to protect their game from hackers, DC penalty won´t come back. I wouldn´t hold my breath if I were you, as sad and embarassing as that is.

The simplest answer for DC's still has complications (hacking, mentioned by Slashstreetboy):
Frequently DC-ing from matches (and we're talking the limit being conservative so it's actually punishing; like... 5-7 times in a month or so) puts you in the 'Quitter's Queue' with other players that have been flagged the same way. In this queue, you are only matched up with other players that are also in the Quitter's Queue. Your UI updates with a big, glaring notice 'QUITTER'S QUEUE' whenever you enter a lobby - so you know you are in there.
Only way out of the Quitter's Queue is to successfully complete - and stay - in a match until post-game results are filled in with everyone's information (when the match is actually over); this way it avoids just 'killing on the hook' to get out of the queue and forces you to have to at least stay through the entire match. If you or another player DC's from the match - the match is considered void and does not count for the number you need to complete.
Or, you spend something like 2 or 3 days in the queue and are automatically returned to normal queues at that point (for times when the player pool is so low that match times get too long (they're supposed to be long because it is a punishmment).
And all this comes from someone who has, on different occasions, DC'd as both a Survivor (toxic gameplay, dragging the match on just to keep playing toxically; other Survivors purposefully 99% exit gates and then not moving or opening them; etc.) and Killer (trying to complete a daily ritual and getting zero progress in games with toxic/SWF trolls, mainly).

Oh yea definitely aware. Just saying that fixing it needs to be made a priority since the DC epidemic is getting worse... or at least some alternate solution that isn't as exploitable by hackers.

But what would that be? If a punishment for DCing in any way was implemented we would be back on square one. Before any action can be taken, some form of protection against hackers needs to be added to DBD.

just wait for bots to be added to replace dcer.bots should only be for survivors bot killer maybe pointless not sure but when killer dc you can easyly start new game your not stuck in the match.

Fixing against hacking would be ideal but if they can't figure out how, adding bots as Neko mentioned to at least kind of soften the blow in terms of balance, or put in some kind of DC'er lobby where after enough DC's you start getting put in with other frequent leavers or against bot killers or something? Not sure exactly WHAT kind of alternative there might be, was more a worst case alternative if they can't get the hacking problem resolved.

Yeah I get it, I too desperately want something to be done about the current DCing situation. I doubt though that it will be something that could serve as a temporary solution.
I came to this conclusion because when I asked Peanits why Killer lobby lock was still a thing, he answered that it would be too much effort they would have to put into reverting this since ultimately they still want to implement MMR.
It wouldnt´t be too far fetched to assume they are approaching this issue with the same amount of effort (not meant as an insult, it´s just how they do). My guess would be an all-or-nothing solution with no steps in between.
Definately appreciate people looking for solutions, we need them, so I hope this doesn´t come off too douchey on my part.

Nah not at all, I get where you're coming from. Makes sense from a dev standpoint to a degree in terms of the MMR (if it's still in the works, why risk breaking something by reverting it back for killer swapping). Just hoping that fixing the security problems is relatively high on the list of things that need to be done (as opposed to minor collision bugs and the like being handled by that team).

I am just reporting every damn rage quitter and hope that they will collect so many reports that behaviour can't ignore it anymore. It annoys me that everytime I perform well as killer (and it really doesn't matter who I play) survivors are instantly rage quitting instead of just accepting the loss like a decent human being. I just have to find someone too early or down someone too quickly and boom, DC. This game is just full of babies at this point.
I hope they will implement the penality or something similar again. We really need it.
