Hex: Undying Should Be Base Kit
Hex Perks, and totems have always been useless to moderately good, and experienced players. Easy to find. Easy to cleanse. Easy to just delete straight from the trial leaving killers with only 3 perks. You introduced Hex: Undying as a Hex perk, that sure adds some benefit, but in the end you are using up a whole extra perk slot to barely protect another Hex perk from being cleansed. So then when both those totems are cleansed what you left with? 2 perks and the rest of the trial to be bullied by 3-4 survivors arsenal of consistent second chance perks.
I have mentioned the idea of giving Killer the ability to find and hex deactivated totems before. I don't know why you didn't just go with that idea, that would add more depth to the game - where in the Killer has to take time to find/activate their powerful Hex: Perk, while at the same time having more control of where it's located, and then can be reactivated in the chance that it gets cleansed and there are other dull totems available.
Hex: Undying is a perk with an ability that would go great to do almost the same, but make it base kit for all hex perks in the game, so Killer's don't have to waste a whole perk slot - which only makes Hex perks more un reliable.

As a survivor main I honestly support this idea completely. With perks like small game I believe killers should be able to select which dull totems they would like to place their hex's on. Let's say a survivor finds your totem and you have thrill of the hunt, go over there, deactivate the totem, and place it on a different dull totem. It would waste the killer's time but allow them to avoid completely wasting it. I believe that would be perfectly balanced as it dupes the survivors who cleanse it but also allows them more time to do gens and/or other actions. Feel free to disagree I do like hearing other opinions on this stuff. I believe some quality of life changes to DBD in general like this would keep people playing and maybe even bring back old players without events that are only short-term.

Are you suggesting this idea with the basekit Undying still being represented as its own totem, or are you suggesting that this be given to Killers without it being a cleansable Hex totem like it currently is?

While I am all for making hexes more reliable, this would be wayyyyyy to strong. Ruin undying is already meta, make it cost less to use and it may become as dumb as old ruin was.

Undying is way too good to just "be basekit". if you want its effects, use a perk slot for it.
its part of a Hex perks risk that you dont know the spot you get - they are a gamble and they are designed to be that way. you are not supposed to get a good value ouf of them every game.
and honestly, Ruin + Undying + Tinkerer + Discordance + BBQ would be way too strong.

Totem spots and maps just need updating. And make it so that hexes spawn when they take effect, not at the beginning of the match where Survivors can spawn right next to them.

I would imagine not, however with the power it revealing survivors when they are near totems would have to be taken away. That would make it too powerful. The purpose that the Hex: Totem switches to another totem, and you lose any stacks on the perk would be base kit however.
There is still the even better option of; Giving Killers control over what totems get hexed when, and when an activated totem is cleansed, the killer can go to a different dull totem that hasn't been cleansed and activate the hext totem again (obviously losing any stacks as well). This way the hex perks are not rendered completely useless until all the totems are cleansed from the map, while at the same time not being entirely useless because it's incredibly easy to find and cleanse totems.

I'd say I would be in support of a neutered version of Undying as basekit with no cleansable Totem. Hex Totems getting a second chance if cleansed is fine as basekit; Hex Totems lasting until all the totems are gone as basekit seems like a bit much IMO.

Players cleanse dull totems for points (and to avoid NOED), there is only 5 totems to a match. So even with 1 hex perk, you will only get 1-3 totem uses out of it. I'm not sure my position on if a Killer can see the aura of dull totems when they have the ability to hex a totem with their hex perk, but if the Killer had to actively look for a dull totem blindly, then I don't imagine them getting anymore than 1-2 uses out of a Hex Perk.

I don't think full Undying should be base kit. However Hex Perks do need some help I would be OK with 1 of 2 things being added.
- Let the killer move their Hex. Everyone who's used Hex Perks has had that game where their totem was in a garbage spot, they knew a survivor knew where it was... and couldn't do anything about it. Letting a killer "pick up" their Hex and move it to another Totem would be great.
- Modify the Hex perks themselves so that they have some effects that are still in play after they break and some further effects that go away when the perk gets cleansed. So maybe for Hex Ruin, it has the 300% regression and auto kick on then when it gets cleansed, the auto kick goes away and the regression bonus goes down but isn't completely gone.

Honestly, if you want my full-on real opinion, I think all Hex perks should be re-worked to no longer be Hex perks, and Totems should have some other use for Survivors beyond just points. The idea of allowing a second chance for a Hex Totem being cleansed is just something I'd be okay with.

As a Survivor main (and one of the very few that does not use meta perks and plays for fun), I wouldn't be against this idea or the vast majority of the points you made in your initial post.
Once more, my only complaint with Undying is, and will always be, the Aura reading. Making that a base-kit seems way too unfair in my opinion -- especially if just kept without any Hex totems to begin with and all dull totems providing aura readings without the capacity of even getting rid of the effect.
Whatsoever, I do agree that Killers should have some capacity of changing the totems where their Hex perks are applied. It would be an interesting mechanic.
