Play With Your Food is fine as it is.
Being able to gain a 5-15% basic speed increase is a strong advantage. Faster killers can patrol more quickly, shorten chases, and make some loops or tile-combos non-viable for survivors. Some killers also have a very easy time building up these stacks or retaining them through insta-down attacks (plus Nemesis/Furtive Chase allow for more Obsession-swapping).
By allowing it to continue to punish mis-plays (missed attacks), survivors have a counterplay to its stacks and killer has an incentive to avoid being baited into bad attacks. It makes skilled and thoughtful decisions an important factor of the perk for both roles. Killer still gets a good advantage, but there is room for either side to outplay the other.

As someone who uses this perk a lot I can say this change would make it broken.

no you shouldn't lol. At least not that harshly. The perk already has steep requirements and there are 4 survivors with 4 perks each.

At the time it was because of Bubba.

Okay so a bubba with 15% movement speed shouldn’t lose some of his speed for missing with his boosted speed insta down saw. The perk is fine
