Camping: The Assymetry

I understand that in general we all hate campers, some of us might even think camping is a legit strategy. However, I've come to the conclusion that while killers are heavily rewarded for camping a survivor on a hook (they'll get a kill, which is even more rewarding if there's 1-2 survivors left in the game), survivors are heavily punished by camping, let's say, in a locker.

If they hide there long enough, they'll have ravens floating on top of their head. I'm not trying to say this anti-afk system should be changed, what I am saying is, the game favours and endorses a killer who camps.

This should be changed, a suggestion is, the more a killer looks at a survivor/or has a hooked survivor within their terror radius, the longer it takes for the survivor to die. I think this is the most reasonable approach since it is the only way to force killers to leave a hooked survivor and go hunt for the other survivors, while giving survivors the chance to actually unhook someone and not stay as focused on generators (which is also a problem that would be approached by this).

Any suggestions on how to deal with campers/do you think camping should stay in the game, although I think it heavily impairs the gameplay?

    Killers are already penalized for staying too close to hooked survivors. They lose points.
    Camping is a mindset. A camper will camp, no matter what. All these suggestions only punishes actual non-campers who remain around the hook for other reasons.
