best perk-less killer?
best killer with no addons or map offerings: nurse
best killer with add-ons but no map offerings: spirit
best killer with addons and map offerings: huntress
but all of these killers use perks to supplement holes in their power they need more information cheifly
is doctor the best perkless addonless offreingless killer?

I think Freddy has much more in his base kit to help him out than doc. He can go across the map, have the anti-loop snares, fake teleport, and counter BT if the rescuer is asleep. Demogorgon's a second, also for teleporting and faking a shred slips survivor's up.

OP all of those killers can be countered by good survivors of SWF groups, you need to focus on the killers that don't actually have any counterplay, Freddy and Hag. Also I slightly disagree with your Nurse statement since certain maps are complete dogcrap for her including Hawkings and the Red Forest.

Just run spirit it’s an easy win button until red ranks.

Nurse in good hands is always the best Killer; assuming no bugs or blink dead zones get in her way - which is an assumption you can't reliably make anymore.
Spirit is second best; the only way for a Survivor to combat good headphones, even if you aren't using Stridor, is to stand still while Injured with Iron Will. Otherwise you can just hear them walking, running, moaning, or breathing.
Then, in no particular order, are Blight, Freddy, Oni, Huntress, Hillbilly, and Hag. Their powers are all incredibly strong in good hands, but they can still lose against a team equally competent Survivors.
And of course, without any perks to help them these Killers can all absolutely be genrushed - Nurse, in particular, is susceptible to stealth because of how slow she is. Without any tracking perks she can spend an entire game just looking for people.

So IMO, Nurse best, assuming no bugs, and Spirit second, or best if the chance of game breaking bugs is a deal breaker.

huntress in what looks to be your A tier seems like bit much. she's just too map dependent.
the rest sounds about right. are you saying you think nurse is the best killer without perks? like you said you can get stelathed and gen rushed pretty hard as nurse that doesn't sound right

I honestly think it's Hag. Perks don't really help her that much, they're more like icing than the cake they are for other killers. When I play her, it's rare I get value out of any of them regardless of which perks I bring. Except BBQ, because it's easy to get 4 stacks.

really? even hit time reduction perks like stbfl and unrelenting? it seems like less time in cooldown for stuff like that would be more valuable on her than most other killers. .2 second cooldown reduction on hag can be the difference between teleporting in time to get the hit and not

Nurse is the best no matter how you slice it , you can have a fully loaded spirit and I still bet I could take a perkless nurse and get a 4k faster, with less gens completed. Her power is leaps and bounds better than any other killer once you master it .

Eh, I think that Huntress relies more on snowball opportunities (and occasional cross map Hatchets) more then getting a good map.
I've 4k'ed on Ormond, The Game, Sanctum of Wrath, and Haddonfield - and I'm not that great at her, especially compared to people like Ralph or Umbra.
It's more about getting that opportunity to actually start downing people incredibly fast than it is her struggling with specific maps being too big or having loops that are too strong - those maps just make that snowball situation harder to achieve
But then I'm probably biased.

As for Nurse yes, she's the best Killer perkless. Stealth isn't a very appreciated strategy - and even with someone who is good at it, it can be hard against Killer players with experience and headphones - even sans perks.
It's still a danger, but I stand by saying an expert Nurse who is perkless is in a better spot than an expert Spirit who is perkless (again, assuming stuff like her 'can't attack after blinking' bug or blink dead zones won't interfere).
