Bamboozle Challenge in Tome V Level III
This is a simple question: Why is there a challenge for using the perk Bamboozle if the Clown doesn't have a story in the current tome?
If I would want to do that challenge, I would have to "waste" 2k shards while the perk is still in the shrine because I don't have 9k yet.

Likely teasing him for the next tome. I can't say its worth the 50k BP, but its still a perk nonetheless to add to your roster.

Do you need the challenge to get to the end of the tome?

No. Character and perk challenges are always on outside branches of the Tome.

Even if I don't need to do that challenge it's still annoying. Why do they (the devs) break consistency for no reason?

I'm not sure how true it is but I heard Clown and Adam were suppose to be a part of this tome but for whatever reason they removed them but some of the challenges stayed.
They'll probably be in the next tome and they could have left these in as a teaser or maybe they just forgot.

Agree with what he said, except for the last part
I think this Rift was supposed to include Nea, Hillbilly, Clown and Adam and their stories will come in a future rift, but I doubt it will be the next one
Personally I blame whoever is in charge of defining the challenges and the lore bits in each rift, because it's not the first time that a piece of lore is locked behind a challenge of a different character or something similar.
And I hate the fact that every damn time we have tons of charms related to a specific character and just a couple related to another one
