A penalty for Survivors who kidnap Viktor
It happened to me multiple times now. A Survivor kidnapped Viktor and refused to crush him. I know it has a 45s timer now but that is 45s without a power in a chase. I even went for the Survivor with Viktor but when others are protecting them I can't do anything about it.
I think there should be a penalty for not crushing Viktor and therefor robbing the Killer's power. What about getting put into dying state after the 45s and the killer gets a notification?
What do you think? Any other ideas?

There's already a penalty. The survivor gets multiple status effects during the duration.

which are largely irrelevant. cant heal or do gens, but you've turned the killer into a slow basic attack killer who's easier to loop. and you can still even vault and drop pallets. hag without traps lol.

Yeah, it does nothing except make you a bit slower. It's the same with Deep Wound when it came out or Plague before 1 Pool of Devotion was always corrupted.

I think it’s pretty funny. What should I do, try to pull him off when I know Charlotte is heading my way? Best thing to do is to run as far from your position as possible and maybe lose her first. It isn’t kidnapping, it’s common sense. Plus, the killer can use add-ons to bump up Victor’s power.

So you say it's fair to punish the killer for using his power well? I wouldn't say anything if you couldn't use pallets or windows with Viktor on your head, but you can.
It is like old times where you could sabo Trapper's traps and remove them from the game. There is a reason why they changed it. Because some Survivors (especially bully swf) abused the ######### out of it.
That you think ruining the Killer's ability to use his power for 45s due to circumstances he has no control over is fun, tells me everything I need to know about your playstyle. Ever thought that others want to have fun as well? At least I try to be fair when doing so...

except its not like hag because you're default speed and a survivor is not only unable to progress the game they are oblivious and will trigger killer instict when near teammates

Yes they can't do gens with Viktor, and when I don't come, they will crush Viktor and return to doing gens. If I come, they run around with him and can still vault windows and throw pallets. And putting Oblivious on with this is another reason to leave him on if you use Object of Obsession, since you have wall hack until you can touch the Killer's nose. I had 3 Objects doing this.

This is called bad game design. Same thing with the lockers.
This wouldn't be a problem at all if everyone would be fair and not doing it. But since there are always some toxic guys....

What the heck does my playstyle have to do with anything? Of course they should change it, but don’t blame the players for using strategy. Put the blame entirely on the developers where it belongs. I’ve already posted elsewhere on a number of things they can do to make The Twins better.

Why not have a 20-30 second timer and once that timer is up, the killer can either choose to leave Viktor on them or 'call' him back therefore resulting in zero kidnapping?

This strategy is of the same dirty type of strategy that (insidious face) camping, tunneling without good reason (=I did that because I can) or 4man slugging in the early game belongs to imo. It makes no fun for Survivors at all. The same goes for kidnapping Viktor but on the Killer's side instead.
We all should be nice to each other even if we don't see us personally. We all know it is a really bad design. So I don't understand why some people still abuse it. Why don't be fair about it?

A lot of this is grey area/eye of the beholder level stuff. There are some people that are going to get upset with you no matter how “nice” you play. And a lot of this stuff can be avoid most of the time if you don’t act stupidly. 4 man slug early in the game? That’s what you get by congregating together and allowing him to do that. Stop trying to go for hook saves right off the bat, hide in case of BBQ. I see this crap all of the time, usually way across the map while I’m working on a gen.

There are always people who complain about everything.
I'm like yourself when the killer slugs at the beginning. But sometimes this happens without your intention or because of dumb teammates. Or because you all spawned together and u got sniped by Billy for example.
I for myself have no fun in crushing Survivors like that. It is boring.

It's not toxic to kidnap Victor and deny the Killer their power, it's just very effective and there is no reason for the survivor to not do it.
It's like playing against Plague; not cleansing against her isn't toxic.
I don't think the developers realise the Plague is one of the least, if not, the least played Killer because the most fun part of her kit is at the complete mercy of the survivors whether you actually get to use it.
A Killers power should not be controlled entirely, there should be fair ground, like how healing against Oni or cleansing Demogorgon's portals is a thing.

It’s funny that you mention Billy because that is exactly what happened earlier today. We all spawned together, he was onto us in seconds, for the next ten minutes it was just one person falling and hooked after another. By some miracle I totally escaped detection and maxed out on hook saves. Eventually I just said hell with this BS, left them to their fate and went to the other side of the map to try and get something else done, mainly cleansing because gens seemed pointless against a guy that was probably running tinkerer anyways. I never did get hooked until the end. Lol

For 45 seconds. You already received the ability to recall Victor. It's fine.
EDIT: Just checked, the killer is a 4.6 m/s killer which is fast so your Hag without traps point is incorrect. If a survivor chooses to completely disable their ability to heal or do gens for a minute while also being oblivious and broken that's good for the killer.

Plague has always a corrupt fountain so she can use her power at least once. And the not-cleansing meta is long gone because of this.
Plague has some serious Deviousness problems and you have to adapt a lot (cleanse vs not cleanse) which makes it harder.
OhTofu managed something like this a while ago. The Survivors started together and he chainsawed one after another. The match ended after 2min. The Survivors did mistakes though.
Survivors will do the following if they have Victor on their head:
A) If you are not next to them or leave them be: Crush Viktor and do gens after. Like mending after Legion/Deathslinger. No big deal.
B) If you come to them: They leave Viktor be and will just loop normally. This makes you an M1 killer without a power for 45s. The status effects wouldn't matter anyway since they can't do gens while you are chasing them.
